President Akufo-Addo reveals source of funding for free SHS policy

President Akufo Addo has revealed the source of funding for the free SHS policy, an issue which has been a major talking point of the Minority in Parliament.

The Minority Leader Haruna Iddrisu at a news conference Monday questioned the sustainability of the policy, while demanding from government the source of funding.

But speaking at the launch of the free SHS policy in Accra Tuesday President Akufo-Addo said the funds will come from proceeds from the country’s natural resources, mainly mineral and oil revenues.

He said it will be better for such money to be used to improve the lives of people than going into the pockets of a few.

President Akufo Addo said knowledge and power are not the preserve of the elite, hence it is imperative to ensure that all children of school- going age are educated.

President Akufo Addo added that government will accept any constructive criticism to improve the programme.

Meanwhile, the Minister of Education, Dr. Matthew Opoku Prempeh says as part of government’s Free SHS policy, capitation grant as well as feeding grant and other arrears will be duly honoured.

He said for the first time in the history of the country, students would not have to pay fees before they start school.

He was speaking at the launch of the Free SHS policy in Accra. He said the policy is the greatest legacy of the current government.

  7. The policy not very good because some parents and their wards will have to cue two days, three days without getting registered, suffering and struggling here and there.

    • Oh what a shallow mind u have. I think this free shs will benefit u as well since u couldn’t even spell queue correctly. U talk about queuing as if it is a deadly thing, can u compare free education to queuing? Drop that shallow thinking and get enlightened.

    • At the end they will still get registered. That’s the most important thing.I agree the government should do something, but two or three days,shouldn’t be a problem.They should bear with government,since they jux started the policy two days ago.

    • Master,why thinking like that? This is a new policy n is bound to face challenges. The important thing is that, it has come to reality. If people suffer small for admission,”there is more sleep after death.”

    • Even it takes one more than a year to secure visa. So queuing for just two to get admission is nothing at all Bro. Perseverance is the key to success

    • Man of vision my foot! Starting free shs without classroom blocks and furniture. No expansion in boarding facilities to absorb the large number of students admitted and you call this vision? Only time will tell!

      • I am sorry for your comment. Compare putting up day school structure s in the bush in some communities and expecting children from maybe ten miles away to come to school everyday is that the best. Standby and look if the large number of student will be turn away before you comment.

    • Thanks our visionary and concerned President. But I’m afraid this may lead to laziness and carelessness among school children and Even parents. This is because whether he/she passes or fails, he/she gets admission and is freely taken care of. Some parents may also become irresponsible, after all, almost everything of their wards is in the hands of the President. Mr President, to create healthy competition and responsibility among children and even their parents, I suggest that there should be a pass point (at least aggregate 25) before a student could be qualified to enjoy the free SHS education. I salute you Mr president.

Please the policy is good but the economy is poor will the students seat under trees to study some place don’t Even have school buildings and even teachers how are they going to learn,look at free junior high school is, the government schools are poor in academics no better result because the teacher’s comes to school on their own time and don’t teach the children they always ask them to assist them in their home’s whiles students have to learn and some places there’s no teaching materials for the students is all this things in place before taking off the program,brother’s and sisters let look at these things before commenting, thank you.May God richly bless our home land Ghana and all the leader’s of this nation in Jesus name Amen

  12. There is no denial the free shs is a laudable policy that will benefit majority of poor families in educating their children. I however do not think it should be free for every student considering the financial health of the economy. How logical is it for a country that depends on donor support gives free shs education to the rich who pays dollars to educate their children at the basic levels. I think the best way is for the government to have a means testing measures to identify the poor and give them free shs. Sustainability is very key here.

  16. It is true this policy saves the poor from the cost of sending their wards to school. For that i applaud my government.
    But the other things to consider is how sustainable the policy is?
    What strategies have been or will be put in place to ensure that the teachers are motivated to give off their best to students?
    What strategy is in place to ensure students take this great opportunity seriously and learn?
    What strategies are in place to ensure that the large number of students qualified, get housing, furniture in school for effective learning?
    Lets consider these things and post our ideas to help, instead of only showing appreciation and giving baseless critics. Thank you.

  17. Ghanaians! Yes the policy is good and we all need to support it even with prayers for it to work. But I do not understand why some people are replying with insults. We have to change our mindsets and help move Ghana forward.Just as the Americans, the earlier we unite the better. Insults do not build any nation but it rather brings about division and selfishness. Yes free shs is a laudable n reasonable idea but i tink students wif an aggregate of more than 36 should not be allowed to enjoy it so that students injhs will sit up to enjoy the policy.secondly students from private schools should not enjoy it becos if u can pay 500 and above for a term in jhs wat shows they cant afford to pay shs.

  20. Good morning people of Ghana. I think that we should praise God for both Former President John Mahama and President Nana Addo for the free SHS Education. One laid foundation for building new SHS facilities eg New day SHS and the second person also implemented the free education. If you don’t have access, you can’t accommodate the numerous students in the country. Ghanaians stop praising one and condemning the other.Paul said I planted and Apollo came to watered the seeds. Free is Good for mother Ghana. Amen.

    • Is good to do that! But asking so last year candidate who were not able to go to school because of money are they also taking part of the free education?…

    But the most greatest threats to this new policy is not to talk about it sustainability, but rather POLITICAL INSTABILITY in this country. eg, the four (4) program by the then NPP government lead by the former President J A Kuffor, Failed due to political instability Which could have helped. Therefore there should be a law govern this free SHS policy to prevent it from any political change in the country. We don’t want our political parties to play with our intellectual.For every developed country depend on its solid education foundation.

    Those asking about source of sustainable funding should calculate the total sums of monies paid in vain for no work done.
    Local gvt ministry under Collins Dauda used 990million cedes in the name of sanitation, check SSNIT’s 89million and the list of fertilizer and other cocoa farming inputs contracts, duplication of road contract issuance and the like and see if it’s not far beyond the amount needed to fund FREE shs for 1 whole academic year.

Yes the policy is a very good one and I thank Nana for that but we should also thank JM for putting up the SHS buildings which is helping this programme to be more effective and also will help decease the unemployment in the country. The reason I am saying this is because, most of the new SHS schools will absorb more of these students and more teachers will be employed into these schools. Had it not being this policy,most of these schools would have been there for years and no student will like to go there but i heard the policy says if you do not want the school you are posted to, you will pay your fees and even some teachers will not like to go there also calming they are village schools but no way, people are living there so go and join them because you want job and even all of us are not from towns and cities but these same villages. All the towns and cities were once villages. But Who even told you that all village schools are very poor in academics? Ask your leaders how many of them went to towns and cities schools yet they have made it and are your leaders today some went to more local schools more than today village schools, they probably did not get chairs to sit on and some have to walk miles upon miles to attend school but yet they made it. So what is local or village about a school if all necessary things needed are being provided? It is also the lazy and I don’t care attitude of some teachers and students in these schools that make them not preform and not the place the school is situated. Again, the failure of some of these schools are as a result of lack of motivations for teachers, inadequate infrastructures,insufficient learning and teaching materials, indiscipline nature of some teachers and students, etc and it is not only with these local schools but also with some towns and cities schools as well. Mr president, for your vision to work very well, you have to take into considerations the welfare of teachers in the country. I believe if they are well paid,they will help you achieve the academic side of the programme so the monies wouldn’t be wasted on them for nothing. Take the example of Kenya teachers are the people with highest salaries I am not saying pay them the highest salaries but something that will motivate them to put up their best to help this free education programme. If not the monies are going to be wasted because, free things don’t last and free things are not well taking care off. Again,you have to discipline any minister who jokes with the resources for this funding and any other resources in the country which helps your government to function well in the country.   29. Free SHS is laudable and no one shd try to sabotage it. Through education we will build our nation. That’s the right place to start. We shall climb up and copy the Italians-University fees will be paid monthly as ten percent of the Guardian’s income. That way whoever is determined, diligent and intelligent can attain his/her potential and contribute positively towards nation building.
